Requests the Department of Transportation and Department of Hawaiian Home Lands to convene a working group to coordinate capital improvement planning and reduce infrastructure costs for Hawaiian home lands developments.

Working group membership includes the Director of Transportation (chairperson), Hawaiian Homes Commission Chairperson, DHHL Land Development Division Planning Coordinator, Office of Hawaiian Affairs CEO, and invited infrastructure planning experts.

Group tasks include comparing five-year capital improvement plans, identifying geographic overlaps between DOT projects and Hawaiian home lands developments, and evaluating opportunities to coordinate roadway, drainage, and grading work to reduce duplicative costs.

Act 279 (2022) appropriated $600,000,000 for DHHL to address the homestead lease waitlist backlog, with infrastructure costs identified as a major challenge in preparing lots.

Working group must submit findings and recommendations to the Legislature no later than twenty days before the 2027 Regular Session and ceases to exist on June 30, 2027.
