Urges the Governor to protect Hawaii's public land trust and Native Hawaiian rights if the federal government initiates condemnation proceedings against state lands.

Signals the Legislature's readiness to suspend or repeal over 50 statutory provisions benefiting military personnel and dependents as a response to federal condemnation, including tax exemptions, tuition waivers, reduced license fees, housing benefits, and professional license reciprocity.

Requests the Governor provide timely written public notice to the Legislature and people of Hawaii if condemnation proceedings are initiated.
