Requests the City and County of Honolulu to plan, design, and construct a community recreation complex in ʻEwa Beach at or near Puʻuloa District Park

Proposes a twenty-acre complex to serve the ʻEwa region's estimated 85,000+ residents, addressing overcrowded existing park facilities due to rapid population growth

Recommends including basketball courts, volleyball courts, pickleball courts, soccer fields, baseball/softball fields, a gymnasium, playgrounds, walking paths, and community meeting space

Directs the Honolulu Department of Parks and Recreation to collaborate with the State of Hawaiʻi, community organizations, and residents to evaluate locations, facility needs, and funding opportunities

Requires certified copies be transmitted to the Mayor of Honolulu and the Director of the Department of Parks and Recreation
