The U.S. Navy conveyed approximately 400 acres to the City and County of Honolulu on June 12, 2024 for Kalaeloa Regional Park in Ewa Beach.

The City's Department of Parks and Recreation has appropriated $1.8 million for master plan development, with the Hawaii Community Development Authority releasing a draft Kalaeloa Master Plan updated July 31, 2025.

The resolution urges Honolulu to complete a comprehensive master plan for all 400 acres by 2027, with an initial development phase of approximately 50 acres prioritized.

The initial phase should include football and soccer fields, baseball and softball diamonds, recreational exercise areas, jogging paths, lighting, and supporting facilities for youth and community sports programs.

The resolution calls for transparent public accounting of the $1.8 million appropriation and any future funds, and urges the City to seek matching state funds for planning and development.
