Requests the Department of Health, Department of Human Services, and Department of Education to develop a coordinated plan to reduce the impact of fetal alcohol spectrum disorders (FASD) in Hawaii, with a report due by December 15, 2026.

Approximately 840 babies are born with FASD in Hawaii each year, costing the state an estimated $876 million annually in healthcare, special education, residential care, lost productivity, and corrections.

The plan must evaluate establishing a Statewide FASD Coordinator and develop strategies for accessing $12 million in federal funding available under the SUPPORT for Patients and Communities Reauthorization Act of 2025 (FASD Support Act).

Requires strategies for public awareness campaigns to reduce alcohol exposure during pregnancy, training healthcare professionals and educators in FASD screening and diagnosis, and building treatment capacity to reduce foster care and criminal justice system involvement.

Aims to improve quality of life for individuals with FASD and their families by lowering economic barriers to early intervention, accommodations, and support services.
