Urges state agencies controlling land in West Maui (including Hawaii Housing Finance and Development Corporation, Department of Hawaiian Home Lands, DLNR, and Department of Education) to immediately identify and remove hazardous vegetation, invasive grasses, and combustible growth to reduce wildfire risk in Lahaina and surrounding communities.

Calls for establishing and maintaining defensible space, fuel breaks, and fuel-modification measures on state lands bordering residential communities, schools, temporary housing areas for wildfire survivors, and major evacuation corridors.

Requests state agencies inspect and maintain emergency access roads, fire lanes, and secondary evacuation routes, and collaborate with the Office of the State Fire Marshal, Department of Transportation, and Maui County to accelerate emergency-access improvements.

Gives priority to parcels around Lahaina Civic Center, Leialii, Lahainaluna, Princess Nahienaena Elementary, Lahaina Intermediate School, and areas with temporary housing for wildfire survivors.

Requires affected state agencies to submit a report on their wildfire mitigation efforts to the Legislature by December 31, 2026.
