Requests the Comptroller to establish a working group to discuss and draft plans for a Global War on Terror memorial on the grounds of the Hawaii State Capitol.

Working group membership would include the Comptroller, Adjutant General, commanders of the Hawaii Army and Air National Guard, Director of Veterans' Services, active-duty and reserve military representatives, veterans' organizations, architects/designers, and servicemember families.

More than 3,500 Hawaii National Guard members have deployed to Iraq and Afghanistan since 2001, and approximately 21.8 percent of Hawaii's living veterans served during the post-9/11 era.

The working group is tasked with developing themes, locations, design principles, estimated costs, construction timelines, and potential fundraising or appropriation requests for the memorial.

Department of Accounting and General Services would provide administrative support, and a final report with recommendations must be submitted to the Legislature and Governor.
