Requests the Department of Business, Economic Development, and Tourism to evaluate ways to expand remote employment opportunities for Hawaii residents working for out-of-state employers

Directs the evaluation to clarify regulatory and tax compliance expectations for out-of-state employers hiring Hawaii-based remote workers while maintaining worker protections and compliance with state labor and tax laws

Seeks to explore simplified employer onboarding and registration processes and improved coordination among relevant state agencies

Prioritizes opportunities for long-term Hawaii residents and individuals educated in Hawaii to retain local talent and reduce outward migration

Requires submission of findings, recommendations, and proposed legislation to the Legislature no later than twenty days prior to the 2027 Regular Session
