Requests the Hawaii State Energy Office to establish an Offshore Wind Energy Working Group to develop a roadmap and recommendations for offshore wind development in Hawaii.

Working group responsibilities include compiling existing offshore wind data, engaging community stakeholders, evaluating suitability for Hawaii, recommending adjustments to state renewable energy goals, and establishing best practices for project evaluation.

Responds to community concerns and opposition to unsolicited wind energy lease requests off the coast of O'ahu following Hawaii's 100% renewable energy by 2045 goal.

Requires certified copies of the resolution be transmitted to federal Bureau of Ocean Energy Management, Governor, Hawaii State Energy Office, Public Utilities Commission, Board of Land and Natural Resources, Office of Planning and Sustainable Development, Office of Hawaiian Affairs, and Honolulu Mayor.

Resolution honors the late Representative Gene Ward, who championed this policy initiative during more than thirty years of legislative service.
