Requests the County of Hawaiʻi to expand the Hele-On Shared Ride Program from its current east Hawaiʻi service area to cover the entire island, including West Hawaiʻi, North Kohala, South Kohala, Kaʻū, and Puna.

The existing program, operating since July 1, 2023, subsidizes up to $15.80 per trip (approximately four miles) for eligible individuals who hold a Shared Ride Program Identification Card, with passengers paying any remaining balance.

Current shared ride providers only operate in the Hilo area, leaving residents with disabilities, kupuna, and those with chronic health conditions in rural areas without on-demand accessible transportation options.

Asks the County Mass Transit Agency to prioritize ADA-compliant vehicles, partner with local taxi and transportation providers, and explore phased implementation or pilot programs subject to available funding.

Certified copies of the resolution would be sent to the Mayor of Hawaiʻi County, the County Council Chair, and the Mass Transit Agency Administrator.
