Requests the Office of Planning and Sustainable Development to convene a Demolition Waste Reduction Working Group to address construction and demolition waste, which constitutes 21-40% of landfill mass nationwide

Working group membership includes the OPSD Director as chair, the Comptroller, and private sector representatives from construction, demolition, reuse retail, real estate development, historic preservation, architecture, urban planning, and waste management industries

Tasks the working group with developing strategies to scale deconstruction and materials reuse, supporting the circular construction economy, and creating policy frameworks with economic incentives for sustainable practices

Requires annual reports with findings, recommendations, and proposed legislation to be submitted to the Legislature at least 20 days before each Regular Session

Aims to support Hawaii's carbon neutrality goal by 2045 (Act 15, 2018) through increased use of low-embodied carbon reclaimed materials and to address environmental justice concerns related to landfill siting near disadvantaged communities
