Requests the State Auditor to conduct an impact assessment on proposed mandatory health insurance coverage for generic opioid antagonists (such as naloxone) and related devices.

Responds to the opioid crisis, noting that in 2021 over 100,000 people died from drug overdoses nationwide, with 80% involving opioids.

Notes that while all state Medicaid programs cover some form of naloxone, private health insurers lack similar coverage requirements, leaving some individuals unable to afford overdose-reversal medication.

Requires the Auditor to assess social and financial effects of the mandate as required by Hawaii Revised Statutes sections 23-51 and 23-52 before the Legislature can consider the coverage requirement.

Directs the Auditor to submit findings and recommendations no later than 20 days before the Regular Session of 2027.
