Requests the State Auditor to conduct a performance and procurement audit of the Department of Human Resources Development (DHRD) regarding workers' compensation administration for state employees.

Audit to review DHRD's compliance with the Hawaii Public Procurement Code (Chapter 103D, HRS) for workers' compensation-related services over the past five fiscal years, including sole-source and small-purchase procurements.

Investigation to examine concerns about excessive denials and delays of workers' compensation claims for prescription drugs, surgical implants, treatment plans, and medical visits that may violate Chapter 386, HRS.

Audit findings and recommendations, including proposed legislation, to be submitted to the Legislature no later than twenty days before the 2027 Regular Session.

Certified copies to be transmitted to the Auditor, Director of Human Resources Development, Director of Labor and Industrial Relations, and the Governor.
