Urges the Department of Land and Natural Resources to prioritize issuing a water set-aside to Maui County through a Governor's Executive Order for managing public trust water resources in East Maui's Nahiku, Keʻanae, Honomanū, and Huelo State License Area.

East Maui is experiencing historic drought conditions, and the Commission on Water Resource Management stated in October 2025 that there is insufficient water to meet the 2018 Decision and Order objectives for the area.

In November 2022, 64% of Maui County voters approved a charter amendment establishing the Department of the East Maui Water Authority to ensure long-term, reliable, and affordable water for domestic and agricultural use.

The resolution cites Hawaii's constitutional obligation under Article XI, Section 7 and the public trust doctrine to protect water resources for domestic uses, Native Hawaiian traditional practices, maintaining natural water states, and Hawaiian Homes Commission homestead needs.

Requests certified copies be transmitted to the Governor, Board of Land and Natural Resources Chairperson, Maui County Mayor, and directors of Maui's Department of Water Supply and East Maui Water Authority.
