Requests the State Auditor to assess the social and financial effects of mandating health insurance coverage for brief cognitive assessments for individuals 50 years of age and older, as proposed in House Bill No. 1702.

Cites elevated dementia risks for certain populations, including Native Hawaiians who experience higher rates of Alzheimer's disease and earlier diagnosis at later disease stages, and individuals with Down syndrome where 50% or more may develop dementia.

Requires the assessment to comply with sections 23-51 and 23-52 of Hawaii Revised Statutes, which mandate impact reports before the Legislature can consider any health insurance coverage mandate.

Directs the Auditor to submit findings and recommendations, including any proposed legislation, no later than 20 days before the Regular Session of 2027.
