Establishes the Legislative Task Force on Hawaii's Future Energy Pathways to examine strategies for achieving 100% renewable electricity by 2045 while maximizing cost savings and minimizing ratepayer risk over the next 30 years.

Task force will evaluate pathways for integrating high levels of renewable and distributed energy resources, reducing long-term energy costs, strengthening energy independence and resilience, and assessing risks and benefits of fossil fuel infrastructure investments including liquefied natural gas.

Membership includes the House energy committee chair (serving as task force chair), a Senate appointee, representatives from the Hawaii State Energy Office, Public Utilities Commission, Consumer Advocate, Hawaii Natural Energy Institute, Hawaiian Electric Company, and Kauai Island Utility Cooperative.

Task force must submit an initial report with findings, recommendations, and proposed legislation 20 days before the 2027 Regular Session, and a final report 20 days before the 2028 Regular Session.

Resolution acknowledges Hawaii's reliance on imported fossil fuels has resulted in some of the nation's highest electricity costs and created vulnerabilities during natural disasters and supply chain disruptions.
