Requests the Department of Health to study whether recyclable, biodegradable, and compostable product labeling in Hawaii is accurate and non-deceptive

Study must assess products with "chasing arrows" symbols, biodegradable labels, and compostable labels to determine which are actually recyclable or compostable in Hawaii's facilities

Requires examination of home versus industrial compostable products and whether they meet ASTM International standards for compostability

Study must analyze gaps between consumer expectations and actual recycling/composting capabilities, as well as contamination caused by misleading labels

Department of Health must submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2027 Regular Session
