Requests the State Auditor to conduct an impact assessment on mandatory health insurance coverage for prosthetic devices and orthotic devices as proposed in House Bill No. 1536 (Regular Session 2026)

More than 18,000 Hawaii residents live with limb loss, limb difference, or mobility impairments and face barriers due to insurance policies that deny coverage for activity-specific prostheses

Assessment must evaluate both social and financial effects per Hawaii Revised Statutes sections 23-51 and 23-52, including the impact of the federal Affordable Care Act on costs beyond essential health benefits

Auditor's report with findings and recommendations is due no later than twenty days prior to the Regular Session of 2027

Certified copies to be transmitted to the Auditor, Director of Commerce and Consumer Affairs, and Insurance Commissioner
