High cost of living in Hawaii leaves many parents without time or financial resources to provide water safety and swimming instruction for their children.

Cites CDC and U.S. National Water Safety Action Plan findings that increased access to basic swimming and water safety training could reduce disparities in unintentional drowning deaths.

Directs certified copies of the resolution to be sent to the Superintendent of Education and Chairperson of the Board of Education.
