Establishes the Hawaii Health Plan Working Group to design and recommend a basic, affordable health plan available to every Hawaii resident in response to federal Premium Tax Credit expiration and increased Medicaid work requirements.

Federal policy changes are expected to leave an estimated 6-7% of Hawaii's population without health insurance coverage.

Working group membership includes Senate and House health committee chairs (as co-chairs), Governor's Office representative, Insurance Commissioner, State Health Planning Administrator, and representatives from Hawaii Medical Service Association and Kaiser Permanente.

Legislative Reference Bureau will assist in preparing proposed legislation, with draft legislation due by October 15, 2026, and final report due 20 days before the 2027 Regular Session.

Working group will cease to exist on June 30, 2027.
