Recognizes 2026 as the International Year of Rangelands and Pastoralists in Hawaii, in solidarity with the United Nations designation

Over 25% of Hawaii's land mass (more than 1,000,000 acres) is classified as rangelands, with ranchers raising livestock on over 750,000 acres and contributing over $50,000,000 annually to the state economy

Acknowledges the ecological services rangelands provide including food and fiber production, soil stabilization, carbon sequestration, nutrient cycling, and clean water, along with perpetuating Hawaii's Paniolo (cowboy) traditions

Encourages state agencies, the University of Hawaii, and other organizations to engage in education, research, and outreach related to rangeland management

Recommends adoption of policies to conserve rangelands and protect the livelihoods of Hawaii's ranchers
