Despite legislative funding for intercept programs like the Honolulu Police Department's Health Threat Assessment Team and the Judiciary's Community Outreach Court, limited coordination between state agencies has resulted in no meaningful reduction in jail population

Requires a report with findings, recommendations, and proposed legislation to be submitted to the Legislature no later than 20 days prior to the Regular Session of 2027
