Requests all state agencies to install bi-level (motion-sensor) lighting systems in all newly constructed state buildings and facilities beginning January 1, 2027.

Bi-level lighting systems use motion sensors to adjust lighting intensity, increasing brightness only when needed rather than operating at full intensity continuously.

Aims to reduce energy waste, lower electricity costs, and minimize environmental harm from constant full-intensity lighting in public buildings.

Resolution is non-binding and requires certified copies be sent to the Governor, department directors, and heads of major state agencies including Education, Health, Transportation, and the University of Hawaii System.
