Urges all state and county agencies involved in construction procurement to implement prompt payment transparency measures, including establishing contractor payment public websites within one year of adoption.

Expresses appreciation to the Public Works Division of the Department of Accounting and General Services for creating a contractor payment website that tracks job progress, payments to prime contractors, retainage amounts, and subcontractor payment status.

Requests agencies to submit progress reports, including any proposed legislation, to the Legislature no later than 20 days before the 2027 Regular Session.

Requires agencies unable to establish such websites to provide written explanations of implementation barriers so the Legislature can address obstacles in 2027.

Addresses concerns about excessive delays in releasing retainage and progress payments, which economically harm contractors and threaten their business viability.
