Recognizes open water lifeguards as first responders in the State of Hawaii, acknowledging their essential role in emergency response, public safety, and community wellbeing.

Open water lifeguards are designated as Ocean Safety Officers in Kauaʻi and Maui counties, and Water Safety Officers in Honolulu and Hawaiʻi County, reflecting their specialized training and responsibilities.

Lifeguards respond to emergencies beyond ocean rescues, including cardiac arrests, traumatic injuries, and motor vehicle collisions near beaches and public areas, often arriving first alongside police and firefighters.

Urges all state and county agencies to adopt this recognition and ensure open water lifeguards receive rights, resources, training support, and professional respect accorded to first responders.

Certified copies to be transmitted to all four county mayors and the chiefs of ocean safety divisions and fire departments across all Hawaiian counties.
