Requests the Department of Education to support establishing foundations at public high schools to provide scholarships, financial aid to graduates, and funding for unfunded school needs.

Notes that only Farrington High School and McKinley High School currently have well-established foundations providing scholarships and school support, with few other public schools having similar programs.

Calls for creation of a statewide resource development program to assist foundation organizers with navigating nonprofit 501(c)(3) status, creating charters and bylaws, financial and accounting guidance, and technology needs including website creation.

References a 2012 resolution (Senate Concurrent Resolution No. 77, S.D. 1) that made a similar request, noting little progress has been made since its adoption.

Specifies the Department of Education would not be required to serve as the oversight entity for any school foundations established under this resolution.
