Urges the Governor to reassure all visitors to Hawaii that they will be treated safely, legally, and ethically by state law enforcement agencies upon arrival and throughout their stay.

Expresses concern over federal policies authorizing warrantless searches of travelers' electronic devices and social media accounts at U.S. ports of entry.

Notes that Hawaii received 176,006 foreign visitors between October 2024 and October 2025, and that multiple countries including Canada, Australia, Germany, and the United Kingdom have issued travel advisories regarding the United States.

Asserts that warrantless searches have resulted in unconstitutional denials of entry and deportations based on ideological content, which conflicts with First Amendment protections.

Requests that a certified copy of the resolution be transmitted to the Governor.
