Urges Hawaii's four counties to integrate the Safe System Approach into road and transportation design, particularly when reducing or eliminating off-street parking requirements for housing developments.

Addresses pedestrian safety concerns on narrow streets and rural roads lacking sidewalks, where increased on-street parking from reduced parking requirements forces pedestrians onto roadways.

References $18,630,400 in federal Safe Streets and Roads for All grants awarded to Hawaii in fiscal year 2023, plus an additional $3,850,000 in fiscal year 2024 for Honolulu pedestrian and bikeway safety projects.

Recommends proven safety countermeasures including crosswalk visibility enhancements, medians, pedestrian refuge islands, bicycle lanes, and rumble strips.

Requests certified copies be transmitted to the Mayor and County Council Chairperson of each county, as well as directors of county transportation planning departments.
