Requests the Department of Agriculture and Biosecurity to convene a working group to improve consumer awareness of invasive plant species and create a labeling framework indicating invasiveness risk at point of sale.

Working group membership would include representatives from Hawaiʻi Farm Bureau, Hawaii Floriculture and Nursery Association, Hawaiʻi Farmers Union United, Coordinating Group on Alien Pest Species, Retail Merchants of Hawaiʻi, and Invasive Species Committees.

Notes that approximately 90% of invasive plants in Hawaii were intentionally imported, primarily through horticulture, and the state's noxious weed list was last updated in 1992.

Requires the working group to submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days prior to the Regular Session of 2027.

Working group would cease to exist on June 30, 2027.
