Requests DLNR explore programs to attract public, philanthropic, and private investment while addressing barriers such as fencing costs and invasive species management.

Recognizes reforestation as essential to Hawaii's water supply, climate resilience, cultural heritage, biodiversity, and expanding economic opportunities including sustainable management of species like koa and ʻōhiʻa lehua.
