Requests the Department of Transportation (DOT) and Department of Land and Natural Resources (DLNR) to coordinate transferring all small boat harbor authority, staff, operations, assets, and funds back to DOT, reversing the 1991 transfer under Act 272.

Directs the Director of Transportation and Chairperson of the Board of Land and Natural Resources to establish a joint management team to coordinate the transition.

Requires the management team to develop transition plans addressing position descriptions, personnel classifications, organizational structure, and operational matters for an orderly transfer.

Mandates submission of a report with findings, recommendations, and proposed legislation to the Legislature no later than twenty days prior to the Regular Session of 2027.

Aims to align harbor planning, capital programming, and operations with the State's integrated multimodal transportation system.
