Urges the City and County of Honolulu to establish a Makakilo Drive Extension Task Force to advance the road extension project in West Oahu, which has been delayed due to fragmented jurisdiction between state and municipal entities.

Proposed task force would be co-chaired by the State Director of Transportation and the Honolulu City Managing Director, with members including the Comptroller, planning directors, and two West Oahu residents appointed by the Mayor.

Task force responsibilities would include coordinating planning, land acquisition, permitting, and construction; identifying and resolving administrative delays; and ensuring compliance with sustainability and transparency practices.

Requires quarterly progress reports to be submitted to both the Honolulu City Council and the State Legislature.

The Makakilo Drive extension is identified as critical infrastructure to improve connectivity, reduce emergency response times, and support growth in the Makakilo area.
