Director of Business, Economic Development, and Tourism would convene a Space Economy Working Group to develop a strategic framework for Hawaii's participation in the expanding space sector.

Working group membership includes representatives from DBEDT (chair), University of Hawaii, Department of Labor, Hawaii Technology Development Corporation, Office of Planning and Sustainable Development, plus invited members from private industry, Native Hawaiian organizations, and community groups.

Group would examine Hawaii's existing space-related assets, opportunities for economic diversification, workforce development pathways, research commercialization, infrastructure needs, and regulatory considerations.

Recommendations must address environmental stewardship, cultural considerations, and community engagement principles to guide responsible space economy development.

Report with findings and proposed legislation due to Legislature no later than twenty days prior to the 2027 Regular Session.
