Requests the Legislative Reference Bureau to conduct a comprehensive study on the feasibility and implications of electing Hawaii's Attorney General, who is currently appointed by the Governor with Senate consent.

Study must identify what constitutional amendments would be necessary to establish an elected Attorney General process and compare governance structures between states that elect versus appoint their attorneys general.

Analysis required on potential impacts to the Attorney General's independence from the executive branch, accountability to the public, ability to coordinate with state agencies, and ability to represent the State.

Study must review alternative selection methods including fixed terms, removal protections, and appointment processes that do not involve the Governor.

Report with findings, recommendations, and proposed legislation due to the Legislature no later than 20 days before the 2027 Regular Session convenes.
