Hawaii Legislature urges Congress to call an Article V convention of states limited to three purposes: imposing fiscal restraints on the federal government, limiting federal power and jurisdiction, and establishing term limits for federal officials and members of Congress.

The resolution requires two-thirds of state legislatures (34 states) to submit similar applications before Congress must call the convention, with each state receiving one vote at the convention.

Any proposed amendments affecting the Bill of Rights are expressly prohibited, and Hawaii's application becomes void if such amendments are ever considered at any stage of the convention process.

Hawaii reserves the right to instruct its delegates and recall them for breach of duty or violation of instructions, and Congress's role is limited to setting the time and place for the initial meeting.

The application remains active until the required two-thirds of states submit similar applications, and certified copies will be sent to congressional leaders and all other state legislatures.
