Requests the State Building Code Council to develop and adopt basic shelter standards for low-cost, rapid-deployment housing solutions such as single-wall plantation homes, Quonset huts, kauhale villages, and prefabricated accessory dwelling units.

Current State Building Code requirements for energy-efficient windows, permanent insulation, and individual kitchens/bathrooms effectively prohibit these affordable housing alternatives, which have only been permitted under temporary emergency proclamations.

Proposes creating a new "Basic Shelter Appendix" using reference standards from HUD Housing Quality Standards, International Code Council Off-Site Construction Standards, and FEMA humanitarian shelter standards.

Recommends restricting use of basic shelter standards to projects built or conveyed by government agencies or nonprofit organizations to prevent speculative or profit-driven misuse.

Directs the Council to consult with county building officials, housing advocates, nonprofits, and industry stakeholders to ensure standards reflect Hawaii's climate, cultural context, and resilience needs.
