Urges all Hawaii counties to take steps to eliminate real property taxes, which currently constitute a significant portion of county revenues under Article VIII, section 3 of the State Constitution.

Cites rising property valuations and high cost of living as increasing financial burdens on homeowners, renters (through pass-through housing costs), and small businesses.

Highlights concerns that property taxes contribute to displacement of long-term residents, hinder local family retention, and particularly burden kupuna on fixed incomes who may lose ability to age in place.

Encourages counties to conduct comprehensive fiscal analyses and public consultations to identify equitable, sustainable alternative revenue sources to maintain essential public services.

Requests certified copies be transmitted to the Mayor and Council Chairperson of each county.
