Requests the Hawaii State Commission on the Status of Women and Department of the Attorney General to establish a working group comprising gender-based violence service providers and survivors to review nationwide statutes and policies on image-based sexual abuse.

Working group will evaluate policy and program enhancements from other states that could be adapted into Hawaii law to strengthen protections for survivors.

Image-based sexual abuse is currently a class C felony in Hawaii under violation of privacy in the first degree statutes.

Report with findings, recommendations, and proposed legislation must be submitted to the Legislature no later than twenty days before the 2027 Regular Session.

Resolution cites that 95% of online deepfake videos are nonconsensual sexual deepfakes, with 90% targeting women, and notes emerging AI and virtual reality technologies are making such abuse easier to perpetrate.
