Urges the Hawaii Department of Transportation to consider adopting a demerit points-based driver's licensing system to track traffic violations and determine license eligibility.

Hawaii recorded 129 traffic fatalities in 2025, the highest number since 2007, with more than 90% of crashes attributed to human behavior.

Approximately 40 states and the District of Columbia already use demerit point systems, which are correlated with reductions in traffic injuries, fatalities, and risky driving behaviors.

Hawaii currently uses a traffic abstract system to track moving violations; a demerit system would provide clearer consequences for violations and incentivize driver education and behavior changes.

Certified copies of the resolution would be transmitted to the Director of Transportation and the mayors of each county.
