Urges the Department of Education to expand community access to outdoor public school facilities including playgrounds, athletic fields, basketball courts, tracks, and green spaces during non-school hours and weekends.

Addresses limited access to parks and recreational facilities in dense urban areas and neighborhoods where public open space is scarce across Hawaii.

Encourages the Department to balance community use of outdoor school spaces with respect for school operations while engaging stakeholders on implementation.

Cites successful shared-use policies in other U.S. jurisdictions as a strategy to increase physical activity, strengthen community ties, and support childhood development.

Directs certified copies of the resolution be transmitted to the Chairperson of the Board of Education and Superintendent of Education.
