Requests the University of Hawaii Board of Regents to review and clarify the roles, responsibilities, and functions of the University of Hawaii System versus individual campuses.

Follows a National Center for Higher Education Management Systems study that recommended increased attention to the distinct functions of the UH System and its role in supporting statewide priorities.

Directs the review to consider how the UH System can most effectively support statewide strategic priorities, campus coordination, and student services across the islands.

Requires the Board of Regents to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2027 Regular Session.

Certified copies of the resolution must be transmitted to the Chairperson of the Board of Regents and the President of the University of Hawaii.
