Requests the City and County of Honolulu and Statewide Office on Homelessness and Housing Solutions to develop a coordinated strategic action plan addressing behavioral health and homelessness on the Waianae Coast.

The 2024 Point in Time Count found 4,494 homeless persons on Oahu, with the highest concentration on the Waianae Coast, where over half were classified as chronically homeless despite only six shelter programs operating in the region.

The strategic plan must include analysis of behavioral health emergency calls and response times, psychiatric crisis emergency room utilization, crisis stabilization bed capacity, high-need geographic zones, and coordination between outreach teams and first responders.

Requires a feasibility analysis for establishing a regional crisis stabilization or triage center, including potential sites, partnership models, and funding sources.

A report with findings and recommendations, including proposed legislation, must be submitted to the Legislature no later than twenty days before the 2027 Regular Session.
