Urges the Governor to assess food insecurity conditions across Hawaii and implement a statewide food security response plan to address gaps in access and local food production.

Requests evaluation of whether conditions warrant declaring a food security emergency under chapter 127A, Hawaii Revised Statutes.

Directs coordination among five state agencies: Department of Agriculture and Biosecurity, Department of Human Services, Department of Health, Department of Business, Economic Development, and Tourism, and Hawaii Emergency Management Agency.

Calls for identifying short-term actions to increase food access in high-need communities and identifying regulatory barriers to expanding local food production.

Requires the Governor to submit a progress report with findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the Regular Session of 2027.
