Requests the Hawaii Department of Transportation and Public Utilities Commission to develop a regulatory framework for transportation network companies (such as rideshare services) under the state's Motor Carrier Law.

Transportation network companies currently operate similarly to regulated passenger motor carriers but are not subject to Motor Carrier Law requirements.

The resolution aims to promote equitable treatment between transportation network companies and traditional motor carriers, ensure uniform safety standards, and provide clarity for consumers and operators.

The Department of Transportation and Public Utilities Commission must submit a report with findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the Regular Session of 2027.
