Requests the Department of Hawaiian Home Lands and Statewide Office on Homelessness and Housing Solutions to jointly develop a coordinated support and stabilization pathway for Native Hawaiian beneficiaries who are homeless or have extremely low incomes (at or below 30% of Area Median Income).

Directs both agencies to assess the number of affected Native Hawaiian beneficiaries, identify gaps in housing stabilization and rental assistance services, and evaluate partnership opportunities with nonprofit providers for supportive services.

Requires evaluation of transitional kauhale (village) or tiny home models on Department of Hawaiian Home Lands property for beneficiary stabilization, while ensuring compliance with the Hawaiian Homes Commission Act of 1920 and trust obligations.

Mandates identification of funding sources including federal housing funds, Medicaid, and state supportive housing funds, along with recommendations for pilot program structures and eligibility criteria.

Requires submission of a report to the Legislature no later than 20 days before the Regular Session of 2027.
