Requests the Department of Hawaiian Home Lands to expand and strengthen financial literacy, credit readiness, and homeownership preparedness programs for Native Hawaiian beneficiaries.

Directs DHHL to collaborate with financial education providers, credit counseling organizations, mortgage lenders, and community partners to expand pre-award financial readiness education and post-award homeownership support.

Requires development of culturally responsive financial education materials and identification of federal or private grant funding opportunities.

Mandates DHHL submit a report to the Legislature no later than 20 days prior to the 2027 Regular Session detailing program improvements, number of beneficiaries served, and measurable outcomes related to lease retention and credit improvement.
