Requests the Hawaii Department of Transportation to coordinate with utility providers to develop a comprehensive statewide plan addressing derelict or aging utility poles and lines along Farrington Highway and other high-risk corridors.

Directs the Department to convene utility providers for a coordinated assessment of derelict, inactive, or aging infrastructure and develop a removal, repair, or remediation schedule.

Prioritizes corridors with elevated wildfire risk, high traffic volumes, or proximity to residential communities for infrastructure improvements.

Requires the Department to identify funding responsibilities, cost allocation mechanisms, and evaluate whether existing statutes adequately define maintenance and removal obligations for inactive utility infrastructure.

Mandates a report to the Legislature no later than twenty days prior to the Regular Session of 2027, detailing identified infrastructure, remediation schedules, responsible entities, and any proposed legislation.
