Requests the Department of Transportation and Hawaii Housing Finance and Development Corporation to convene a working group evaluating state-owned warehouse and logistics facilities near ports, harbors, and airports to reduce construction material costs for publicly financed housing projects.

Working group tasks include identifying suitable state-owned lands, evaluating bulk purchasing models, assessing cost savings on per-unit housing development, examining public-private partnerships, and identifying necessary statutory changes.

Working group membership includes the Director of Transportation as chair, representatives from the Hawaiian Homes Commission, Pacific Resource Partnership, General Contractors Association of Hawaii, and housing committee chairs from both legislative chambers.

Report with findings, recommendations, and proposed legislation due to the Legislature no later than twenty days before the Regular Session of 2027.
