Urges the City and County of Honolulu to establish a permanent compensation program for communities that currently host or will host landfills on Oahu.

Calls for creation of a community advisory group to identify host community concerns and assist in managing and distributing compensation funds or benefits.

Cites health risks for residents within two miles of active landfills, including reduced lung function, asthma, and lung cancer from dust pollution contamination.

References the City's previous allocation of $2,000,000 annually from 2006-2009 to the Leeward Coast community for the Waimanalo Gulch landfill expansion.

Follows recommendations from the 2022 Oahu Landfill Siting Advisory Committee report, which called for compensating both future and past landfill host communities.
