Requests the Hawaii State Comptroller to establish a working group to discuss and draft plans for a Global War on Terror memorial on the grounds of the Hawaii State Capitol.

Working group membership would include the Comptroller, Adjutant General, commanders of Hawaii Army and Air National Guard, Director of Veterans' Services, active-duty and reserve military representatives, veterans' organizations, architects/designers, and servicemember family members.

More than 3,500 Hawaii National Guard members have deployed to Iraq and Afghanistan since 2001, and approximately 21.8 percent of Hawaii's living veterans enlisted during or after September 2001.

Working group tasks include developing design themes, location options, estimated costs, gathering community input, creating a construction timeline, and identifying funding sources including potential state appropriations.

Department of Accounting and General Services would provide administrative support, and the working group must submit a final report with recommendations to the Legislature and Governor.
